Because it’s very difficult to gain access to the PC if you don’t remember the account login password. Once Windows BitLocker is activated you can not access the data on that computer. Nowadays computers are equipped with UEFI bios which actually makes it hard to install fresh windows on your computer if BitLocker is activated. If you try to reset the computer or format the SSD/NVMe computer will ask for the BitLocker recovery key.
