jump list feature was introduced in windows 7, with every new version of windows Microsoft changed the place of jump list on/off switch,
in WINDOWS10 you can disable/enable jump list by this way.
1. right click in empty area on desktop
2. click personalize
3. Personalization window will open
4. on left side you will see Start click on it
5. on right side jump list option will appear, you can switch it on/off
